The Federal Human Capital Collaborative is a problem-solving community of agency human capital leaders that seeks to transform the way government works.

For 15 years, Collaborative member agencies have come together to address the problems of federal human capital management. Working on these issues collectively is not only better than facing them alone—it is necessary.

Membership includes exclusive access to the Emerging HR Leaders (EHRL) program for leaders at the GS-9 to GS-12 level, plus bonus eLearning and convening opportunities.

What is the cost for a one-year membership?

Cost is determined by the number of EHRL seats.

  • $5,500 for 2 seats (minimum)
  • $2,750 per additional seat
  • $25,000 per package of 10 seats

When is EHRL offered?

The next 2026 EHRL cohort will be offered July 8-December 17, with a deadline of June 26 to submit participants.
