This study, by the U.S. Office of Personnel Management, provides a road map of the changes that need to take place in the identification, selection and development of government supervisors for the next generation of federal workers. Supervisors, after all, will have to implement the new methods of supervision and performance evaluation that will be required to meet the government’s recruitment and retention challenges.
